Request for Expressions of Interest – Legal Expert to Revise SHUKALB’s Statutes, Develop the Bylaws, and Develop a Roadmap Document for Licensing/Accreditation of SHUKALB as a Training ProviderSHUKALB has received financing for a Grant titled “Strengthened Responsive Services to the WSS Sector-Specific Needs in Albania through Capacity Development and Advocacy Activities” in the frame of the project Regional Capacity Development Network (RCDN +) for Water and Sanitation services in SEE.
The project “Regional Capacity Development Network (RCDN) for Water and Sanitation Services” aims at increasing the effectiveness and efficiency of the Associations of Public Utilities (APUCs) and of Local Governments (LGAs) in the six Western Balkan countries, which contributes to better service provision for and by their members, ultimately allowing to deliver equitable, safely managed drinking water and sanitation services to the population, in line with international standards.
The overall objective of this assignment is two folds: 1) revise the current statutes of SHUKALB and develop the bylaws, reflecting the changes in the water sector, and 2) to develop a roadmap document for licensing/accreditation of SHUKALB as a training provider.
Aim of the Assignment: The services of a legal expert are required to revise the current statute of SHUKALB and develop the bylaws, reflecting the changes in the water sector because of the regionalization of the water utilities in Albania. The expert will provide input, present, and explain the statutory changes and the new regulations during 3 regional meetings with the regional water utilities. The expert will initiate the application process and submit the revised Statute on the court and follow up on the process until the court’s decision. In addition, the expert is required to develop a roadmap document for licensing/accreditation of SHUKALB as a training provider and submit applications to relevant institutions.

SHUKALB invites eligible and qualified experts to indicate their interest in undertaking this assignment. Interested experts must provide information indicating that they possess the required competences to perform the services, and must submit an Expression of Interest, along with the detailed CV, indicating all past experience and similar assignments, as well as the contact details (email and telephone number) and a Financial Proposal that indicates the all-inclusive daily fee in euro.
The proposal must be submitted in the Albanian language by e-mail, at [email protected]. The deadline is 18 July 2024.
